Durante la administración del presidente mexicano Felipe Calderón, un oficial de una de las agencias con sede en la embajada estadounidense describió cómo se puso un uniforme de la policía mexicana y salió a arrestar a presuntos traficantes sobre quienes había recabado información. En teoría, estaba allí como “asesor técnico”, pero su función se extendió a formar parte del escuadrón que derribó la puerta y a ayudar en el interrogatorio de los sospechosos.

“No solo estaba asesorando en la oficina de Ciudad de México donde estábamos organizando la operación. También estaba asesorando sobre el terreno cuando íbamos a esposar a los tipos”, dice el agente, que todavía trabaja para el gobierno federal de Estados Unidos. “Técnicamente no estás mintiendo. During the administration of Mexican President Felipe Calderón, an officer from one of the three-letter agencies stationed at the U.S. embassy describes how he put on a Mexican police uniform and rode out to arrest suspected traffickers who he had gathered intelligence on. He was in theory there as a “technical adviser,” but that stretched to being with the squad that kicked down the door and helping with the interrogation of the suspects.

“I wasn’t only advising in the office in Mexico City where we were setting up the op. I was advising on the ground when we were going to go put handcuffs on the guys,” says the agent, who still works in the U.S. federal government. “You’re technically not lying. You’re advising. But you’re advising ‘Can you separate the two defendants and interview one in one room and one in the other please.’ ”

The April 19 death of two CIA operatives in Chihuahua has shined a spotlight on U.S. activities south of the border. Amid a backlash in Mexico, President Claudia Sheinbaum has ordered an investigation and the attorney general of Chihuahua resigned today.

Yet, the agent describes how U.S. officers, from agencies including the DEA, ICE, FBI and CIA, have been going with Mexican law enforcement on busts since right back to the 1970s and especially in the last two decades. The main motive, he says, is to make sure that Mexican cops and soldiers actually make the arrest or seizure and don’t take a bribe to walk away.

“In Mexico, the corruption runs so rampant that you need to have eyes on the seizure. You need to have eyes on the take-down, on the arrest,” he says. “The U.S. government is not going to take the word of any Mexican official. They are going to want the U.S. government to witness it themselves.”

The two CIA operatives died when their vehicle ran off the road into a ravine and exploded. The agent confirmed other reports they were wearing uniforms of the Chihuahua state investigation agency and went with cops on the raid on a meth mega lab in the southwest of the state near the border with Sinaloa. However, he added more details including on the immediate reaction after the crash.

This is only one of many intense incidents in Krame’s crazy life that spirals through security, intelligence, academia and consulting, not only in his homeland of Mexico, but in Europe and the Middle East, where his family hails from. He went as a teenager to Lebanon and learned to shoot with the Syrian army and after September 11 was a valuable asset in the UK.

His unorthodox life contributes to making him one of the most interesting and outspoken former officials on Mexican security. While many here in Mexico understandably try to avoid the subject of cartels and crime, Krame digs deep into it. He recognized the cartel use of drones early and now foresees the development of AI drone swarms. He analyzes how sicarios operate as irregular armed forces.

Like with any guest, I don’t agree with everything Krame says, and may disagree strongly on certain points, but he is a fascinating thinker and in this episode we get into a range of subjects including the death of El Mencho (or is he really dead, Krame asks), the CIA agents (or officers!) in Chihuahua, the shooting at Teotihuacán, a divided country under Morena (he is a big critic), and hope for a less violent Mexico. En la madrugada del domingo, un convoy de vehículos de la policía estatal recorrió caminos montañosos peligrosos en la remota Sierra Tarahumara, al suroeste de Chihuahua, México, cerca de la frontera con Sinaloa. In the early hours of Sunday morning, a convoy of state police vehicles drove over treacherous mountain roads in the remote Tarahumara Sierra in the southwest of Chihuahua, Mexico, near the border with Sinaloa. In at least one of the vehicles, possibly two, CIA agents rode with officers from Chihuahua’s State Investigation Agency, or AEI.

The AEI had spent two days dismantling a network of mega labs for synthetic drugs, which Chihuahua attorney general César Jáuregui described as “one of the biggest seizures in the country.” Run by a faction of the Sinaloa Cartel, which has long controlled crime in the region, the labs boasted dozens of barrels of powder, liquids, ovens and gas cylinders that could churn out crystal meth. The security forces located the labs with the help of surveillance drones, Jáuregui said.

As the convoy rolled back on the long drive towards Chihuahua city, a vehicle went over the edge of a narrow highland road and crashed into a ravine, killing the four occupants: an AEI officer, the AEI director and two CIA agents. The deaths have sparked questions about how the CIA is involved in operations in Mexico, if it breaks a Mexican national security law, and who knew about it.

It comes as President Donald Trump has pushed for deeper U.S. involvement in the fight against cartels south of the border, putting President Claudia Sheinbaum in the tough spot of trying to appease him and defend Mexico’s sovereignty. There are also questions about the role of U.S. agents in various other ops, including the arrest of Canadian Snow King Ryan Wedding.

The CIA uses a structure that tries to guard the identities of its personnel. As well as running staff officers out of embassies and consulates, it employs a lot of contractors, including many former U.S. special forces, and routinely uses false names for its operatives making it tough to trace them. Edith Guadalupe Valdés, 21, left her home in the Mexico City borough of Iztapalapa on Wednesday afternoon, her family say, to head to an interview at what she believed was a modeling agency in the middle-class Nonoalco neighborhood. Using an app to get a ride on a motorcycle, she arrived at the address in a block of apartments and pinged her location to a cousin. Soon after, she went off the radar.

A few years back, I met a French former special-forces trooper who was doing security for diplomats. We were discussing going to high-risk cities. “You don’t have dangerous places,” he told me. “You have dangerous situations.”

He had a point. When the daring (or reckless) go to feared hot-spots, most come out okay most the time. Meanwhile, in a quaint English town, you still have the risk of a drunken lout shoving a glass in your face. It’s the situation that finally gets you rather than your location on the map.

Yet there is an odds game. The chances are higher of getting an AK pointed at you in a gang-controlled quarter of Port-au-Prince than in the city gardens of Singapore.

It also varies according to who you are. In some places, the local community suffers terrible violence but visitors are rarely harmed. In others, it’s the opposite.

When people ask me, then, if it’s safe to go to a certain city that I’ve reported on I tend a give a nuanced answer. And this starts with saying it depends how much risk they want to take.

Readers have sent messages inquiring about security in Mexico as they plan to visit during the World Cup this summer, adding to many mails over the years asking about safety in certain areas. It’s tricky info for people to assess. Mexico genuinely suffers from severe cartel violence yet this is focused in specific areas so levels of murder and security vary massively across the 32 states, and within them.

In response then, I’ve put together this guide which goes state by state and focuses on certain cities, and in some cases even neighborhoods, awarding risk ratings, along with the murder levels and an overview of the cartel situation. El 17 de marzo, un gran jurado federal acusó al dueño de una armería en Arizona de brindar apoyo material a organizaciones terroristas, específicamente al Cártel Jalisco Nueva Generación y al Cártel de Sinaloa. Este es el primer caso de este tipo desde que el presidente Trump ordenó el año pasado que los cárteles fueran designados como organizaciones terroristas extranjeras. When news broke the Mexican military had killed El Mencho on Sunday Feb. 22 , I was in Tepoztlán, Morelos, after a restless night. As I rushed back to Mexico City, and later to Jalisco, to cover the story, my phone and mail box buzzed red hot with literally hundreds of requests for interviews and articles.

My priority, however, was to you readers at CrashOut, and to move reports fast on a kingpin killing that became the biggest story in the world. I did a handful of other pieces, including for The New Yorker and Aristegui Noticias, but I had to turn down or ignore the vast majority of invitations; I apologize to the many producers and editors that I didn’t answer but it’s impossible to get to it all.

All this shows the massive interest in the issue of cartel wars and narco trafficking and how you subscribers support a team, including myself and all the journos, photographers, filmmakers and others I can afford to bring in, doing important work.

While mainstream media outlets do cover the cartel conflict, I try and go much deeper. For example, CrashOut published 16 different pieces on the Mayo kidnapping and subsequent Sinaloa Cartel Civil War, which has caused thousands of deaths. This includes various exclusives, several on-the-ground reports, and a guerilla documentary.

With this level of coverage, CrashOut has acquired a trove in the archive on focused areas like cartel extortion or conflict in Michoacán, but also on situations further afield from Venezuela to El Salvador. And the articles all have additional links to government reports or news articles that back up specific quotes and data. A lot of readers here do serious research, whether for academia, journalism or government, so I want to give some pointers here on how to utilize this archive most effectively as a research tool.

Using CrashOut More Effectively For Research

The nature of Substack means you could be reading this in several formats, including in your email, on the Substack app, or on the website. For seeking specific data and quotes from older stories, I would suggest using the website version, which is at www.crashoutmedia.com.

You can search for stories in different ways, but I would recommend going to the archive tab, which you find on the main toolbar, as you see here.

If you leave the tab on “Latest,” you can simply go through the archive in date order, right back to the first story from February 2022, as it shows below.

However, you can also search on the archive tab, going to the magnifying glass icon on the right and using key words. These words will only hit on the titles and subtitles of the stories rather than from the full content but this will get a lot of the material as this search here shows.

Other Narco News

On March 17, a federal grand jury indicted a gun shop owner in Arizona for providing material support to terrorist organizations, namely the Jalisco New Generation Cartel and the Sinaloa Cartel. This is the first such case since President Trump ordered cartels to be named as foreign terrorist organizations last year. I had personally called for such action, as in this piece here, and I think it could have a powerful deterrent effect. This is not an attack on law abiding gun owners or the Second Amendment but an effort to specifically target those that knowingly sell weapons to cartels. Let’s see if it makes a difference.

La mayoría conocerá a los cholos por las calles de Los Ángeles, Chicago o Houston, y por películas como Blood In, Blood Out (Sangre por Sangre) donde aparecían con la cabeza rapada, tatuajes y coches tuneados, sobre todo en los años ochenta y noventa. Pero existe una floreciente cultura chola en México, incluyendo las zonas de Ciudad Nezahualcóyotl (”La Neza”) y Ecatepec (”Ecatepunk”) en las afueras de la Ciudad de México (o, técnicamente, del Estado de México).

Gustavo Graf, un buen amigo y gran fotógrafo, se ha adentrado de lleno en esta escena chola durante los últimos cinco años, pasando sus fines de semana en encuentros de lowriders y bebiendo cervezas con los “homies” y las “hynas” (una palabra que mutó de “honeys”, como él explica).

Si bien los cholos tienen un vínculo histórico con las pandillas callejeras, el auge de los cárteles provocó que en México se distanciaran del crimen organizado, caracterizado por su extrema violencia. Aún se conservan algunas tradiciones pandilleras, como la iniciación de nuevos miembros, y muchos de los originales (OGs) han estado en prisión, pero los cholos constituyen una comunidad aparte. Gustavo documenta una subcultura colorida y singular que se integra al rico y diverso panorama del México del siglo XXI.

Gustavo: Es un fenómeno migratorio, algo que comenzó cuando México empezó a enviar migrantes a Estados Unidos para trabajar. La primera expresión de la cultura chicana fueron los zoot suits o pachucos. Empezaron a desarrollar una forma de vestir, música, baile y de reunirse como contracultura y como una forma de identificarse frente al racismo y las dificultades de ser migrante en Estados Unidos. Los cholos son la siguiente generación de esta expresión cultural. Es un fenómeno urbano que comenzó principalmente como una cultura de pandillas. Regresó a México cuando Estados Unidos deportó a los migrantes o a sus familias.

Gustavo: Una de las cosas más distintivas es la cultura lowrider. Los lowriders son autos modificados y tuneados. Algunos son autos clásicos que saltan y otros son simplemente hermosos autos antiguos, modificados a la perfección para que se reconozcan en la calle. Si andas en un lowrider por Neza o Ecatepec, todos te miran. Todos aplauden y la gente se emociona mucho al verlos.

Gustavo: Son muy tradicionales en sus valores. La forma en que expresan el concepto de familia puede ser: “mi familia, mis hijos, mis padres, la familia nuclear”. O mi familia puede ser “mi pandilla, mi barrio, el lugar donde vivo, la gente con la que trabajo, mis amigos”, ya sabes, la gente con la que comparto mi día a día.

Están muy orgullosos de ser mexicanos, más que cualquier persona de clase media de cualquier parte de México. Y la fe católica es muy fuerte para ellos. Les encantará la visión de Guadalupe; es lo principal, más que cualquier otra cosa.

Gustavo: A las mujeres las llaman cholas o hinas. Hina viene de la palabra “honey” en inglés y cambió: “ella es mi hina; ella es mi honey”. En la Ciudad de México las pueden llamar —no quiero ofender a ninguna mujer— pero las llaman “mi ruca”. Ruca puede ser como una anciana, pero en lugar de decir “ella es mi novia”, van a decir “ella es mi ruca”. También tienen un código instintivo de vestimenta y una forma particular de maquillarse.

Gustavo: No quiero idealizar la cultura chola. Proviene de lugares muy duros, lugares donde hay que luchar por todo. La historia de Neza no se puede contar sin mencionar estos episodios de violencia y violencia económica que enfrentan a diario en este tipo de lugares.

No quieren ocultar que son cholos. Quieren hablar como cholos, vestirse como cholos y vivir como cholos porque es lo que son. Son una cultura muy orgullosa.

Most will know cholos from the streets of Los Angeles, Chicago or Houston, and movies like Blood In, Blood Out, as guys with shaved heads, tattoos and low-rider cars, especially back in the eighties and nineties. But there is a burgeoning cholo culture in Mexico, including in the sprawls of Ciudad Nezahualcóyotl (“La Neza”) and Ecatepec (“Ecatepunk”) on the outskirts of Mexico City (or technically Mexico State).

Gustavo Graf, a good friend and great photographer, has got deep into this cholo scene for the last five years, spending his weekends at low-rider meet ups and slamming beers with the “homies” and “hynas” (a word that mutated from “honeys,” as he explains).

While cholos have a historic link to street gangs, the rise of cartels actually made cholos in Mexico distance themselves from the hyper-violent organized crime. There are still some gang traditions of “jumping in” initiates and many of the “O.G’s” have done prison time, but cholos exist as a separate community and Gustavo documents a colorful and curious subculture blending into the endlessly-rich tapestry of twenty-first century Mexico.

Excerpts from an interview with Gustavo throughout his photo essay.

Gustavo: It’s a migrant phenomenon, something that began when Mexico started sending migrants to the United States to work. The first expression of Chicano culture was the zoot suits or pachucos. They started developing a way of dressing, music, way of dancing, way of gathering as a counterculture and a way of identifying themselves against some of the racism or some of the hard part of being a migrant in the United States and cholos are the next generation of this cultural expression. It’s an urban phenomenon and it started mostly like a gang culture. It came back to Mexico when the United States sent migrants back or the families of the migrants back.

Gustavo: One of the most distinctive things is the low-rider culture. Low riders are these modified cars that are “pimped.” Some of them jump and some of them are just really beautiful old cars that are perfectly modified in a way that you recognize them in the street. If you’re riding a low rider in Neza, or in Ecatepec, everybody's looking at you. Everybody’s clapping and people get really excited about them.

Gustavo: They’re really traditional in their values. The way they express family can be, “my family, my sons, my fathers, the nuclear family.” Or my family can be “my gang, my neighborhood, the place I live, the people I work with, my friends,” you know, the people I do every everyday life with.

They’re really proud of being Mexican, more proud than a middle-class guy from anywhere in Mexico. And the Catholic faith is really strong with them in a sense. They're going to love the vision of Guadalupe; it’s the main thing, more than anything else.

Gustavo: They call the women cholas or hynas. Hyna comes from the word honey in English and it changed: “she's my hyna; she’s my honey.” In Mexico City they can call them - I don't want to offend any women - but they call them “my ruca.” Ruca can be like an old woman, but instead of saying “she’s my girlfriend,” they're gonna say, “she’s my ruca.” They have an instinctive code of dressing too and a way of applying makeup.

Gustavo: I don’t want to romanticize the cholo culture. It comes from really hardcore places, places where you have to fight for everything. The story of Neza cannot be told without these episodes of violence and economic violence they have to face every day in these kinds of places.

They don’t want to hide that they’re cholos. They want to talk cholo, dress cholo, and live like a cholo because it’s what they are. They’re a really proud culture.

Otro vídeo subido a la misma cuenta contiene la palabra “incel”, abreviatura de “célibe involuntario”. Aparecen subtítulos en inglés que dicen: “He decidido enviar a las feministas que siempre me han arruinado la vida a su creador”, antes de que se muestren imágenes de disparos contra una multitud con música rock oscura de fondo.

Horas después, alrededor de las 7:40 de la mañana del martes, el joven de 15 años identificado como “Osmar N” se acercó a su escuela preparatoria Antón Makarenko en la ciudad portuaria de Lázaro Cárdenas, Michoacán, estado epicentro de la guerra entre cárteles que azota México. Según la fiscalía de Michoacán, Osmar llevaba un estuche de guitarra con un rifle tipo AR-15 en su interior. Al parecer, compró un cigarrillo en una tienda cercana a la escuela.

Osmar entró en la recepción de la escuela, sacó el rifle de la funda y disparó varias veces contra la espalda de una maestra, hiriéndola en la cabeza, según declaró el fiscal. Una segunda maestra intentó esconderse detrás de un escritorio, pero Osmar avanzó unos pasos y descargó el rifle…

The video uploaded on Instagram on Monday night shows a teenager with scruffy hair and a long-sleeved black t-shirt filming himself in a bedroom mirror. With the backing of reggaetón music, the camera flashes down to an AR-15-style rifle, which he points at the reflection.

Another video uploaded to the same account has the word incel, short for “involuntary celibate.” Subtitles in English flash up saying, “I have decided to send the feminists who have always ruined my life to their maker,” before images come in of shooting at a crowd to dark rock music.

A few hours later, at about 7:40 am on Tuesday morning, the 15-year old identified as “Osmar N” approached his Antón Makarenko high school in the port city of Lázaro Cárdenas in Michoacán - a state at the heart of the cartel wars ravaging Mexico. According to the Michoacán attorney general, Osmar carried a guitar case with an AR-15 style rifle inside. He reportedly bought a single cigarette at a shop by the school.

Osmar walked into the school reception, took the rifle out of the case, and fired multiple shots into the back of a female teacher striking her in the head, the AG said. A second teacher tried to hide behind a desk, but Osmar moved a few steps forward and unloaded…

El domingo, el presidente de Ecuador y aliado de Trump, Daniel Noboa, declaró una nueva ofensiva contra las bandas y los cárteles que han sumido al país en un baño de sangre, desplegando decenas de miles de soldados e imponiendo un toque de queda nocturno en amplias zonas del país. En 2011, una película ecuatoriana de bajo presupuesto, Pescador, contaba la historia, basada en hechos reales, de un marinero costero que encuentra un paquete de cocaína en la orilla y se lo vende a los narcos, usándolo para financiar un viaje de autodescubrimiento por Ecuador. En retrospectiva, resultaba bastante ingenua.

“No vemos cabezas cortadas a diario como consecuencia de una guerra contra las drogas, que es lo que está ocurriendo en México”, declaró el director a la BBC en aquel momento.

En contraste, este mes de enero, se encontraron cinco cabezas colgando de un poste de madera en una playa de la provincia costera de Manabí, en el suroeste de Ecuador, sin sus dueños originales. Es evidente que los tiempos han cambiado.

«El pueblo es de nosotros. Sigan saliendo a robar a los pescadores y a seguir pidiendo carnet de vacuna [pagos de extorsión], que ya los tenemos totalmente identificados. Todos van a morir de la misma manera, torcidos”, se leía en una narcomanta junto a la macabra exhibición en la playa de Puerto López, más conocida por los turistas que van a avistar ballenas.

On Sunday, Ecuador’s president, and ally of Trump, Daniel Noboa declared a new offensive against gangs and cartels that have drowned the nation in blood, deploying tens of thousands of troops and declaring a nightly curfew in swathes of the country. The crackdown has caused tensions with Colombia, with accusations of cross-border bombs, and comes as U.S. forces continue to missile-strike alleged drug boats in the Pacific and Caribbean. With these big events shaking, I’m stoked that CrashOut’s top “nar-corresponsal” is on the ground and brings us this unique report from an Ecuadorean fishing village that many drug smugglers hail from.

In 2011, a low budget Ecuadorian film, Pescador (Fisherman), told the true-ish story of a coastal seafarer who finds a package of cocaine washed up ashore and sells it back to the narcos, using it to pay for a journey of self-discovery across Ecuador. Looking back, it was rather quaint.

“We’re not seeing people’s severed heads on a daily basis as a consequence of a drug war, which is what’s happening in Mexico,” the director told the BBC at the time.

In contrast, this January, five heads were found hanging off a wooden post on a beach in the coastal Manabí province, southwest Ecuador, sans their original owners. Times have clearly changed.

“The town belongs to us. Keep going out to rob the fishermen and demanding vaccination certificates [extortion payments], we already have you all fully identified. You’re all gonna die the same way, with your necks twisted,” read a narcomanta next to the macabre exhibit on Puerto López beach, which is better-known for tourists to go whale-watching.

Cuando la pandemia de Covid se desató en 2020 y la gente de todo el mundo se vio afectada por la enfermedad, los confinamientos y la escasez, los cárteles en México repartieron bolsas con despensa y publicaron videos de su labor humanitaria en las redes sociales. A menudo enmascarados y armados con fusiles, los miembros de los cárteles hicieron estas entregas desde Tamaulipas, en la frontera con Texas, hasta las montañas de Michoacán, por el océano Pacífico. Pero el incidente más cercano a la Ciudad de México fue grabado en un video que, según se informó, mostraba a la banda de La Familia en el municipio de Villa Guerrero, a dos horas en coche dentro del Estado de México.

Un par de días después de que saliera el video, alquilé un auto y me dirigí allí con un amigo. Llegamos al centro de Villa Guerrero, famoso por la venta de flores, y la plaza estaba llena de hermosos arreglos florales que combinaban amarillo, morado y turquesa. Pregunté a los residentes sobre el reparto de bolsas de despensa del cártel y, aunque la mayoría había oído hablar de él, no estaban seguros de dónde había ocurrido exactamente. Pasamos horas recorriendo barrios y pueblos. Finalmente, lo localizamos en una aldea en las colinas llamada La Loma de Concepción, y encontramos familias que habían recibido los regalos.

As the Covid pandemic exploded in 2020, and people round the globe got hit by sickness, lock-downs, and shortages, cartels in Mexico handed out goodie bags of supplies and posted videos of their charity on social media. Often masked and toting rifles, the cartel operatives staged the hand-outs from Tamaulipas, on the border with Texas, to the mountains of Michoacán, on the Pacific Ocean. But the closest incident to Mexico City was in a video reported to be of La Familia mob in the municipality of Villa Guerrero, a two hour drive into Mexico State.

A couple of days after the video came out, I rented a car and headed there with a friend, arriving in Villa Guerrero’s central town, which is famous for selling flowers and the plaza was filled with wonderful floral arrangements mixing yellow, purple and turquoise. I asked residents about the cartel hand-out and while most had heard about it they weren’t sure exactly where it happened and we spent hours traipsing around barrios and villages. Eventually, we tracked it to a hamlet in the hills called La Loma de Concepcíon, and found families who had received the goodies.

Loma de Concepcíon only has about 900 residents so the cartel’s charity effort reached few people but made a big noise on social media. Familia operatives had rolled onto a village field in a couple of trucks and word spread quickly down the streets. They handed out the goods in transparent plastic bags with a note saying, “Support from La Familia Michoacana, the M Comando.”

On the edge of the village, I found an extended family of flower farmers living in two households next door to each other, their yards full of chickens. When they heard of the hand-out, they told me, two teenage girls from the family went to line up and collect a pair of bags. Their auntie said she was impressed by the goods. “The bags had milk, sugar, soap, rice,” she said. “These were not cheap brands. They were…
